Electronic Certified Payroll Records
In New York State, most awarding agencies require contractors to submit paper certified payroll records as a condition of payment - this is cumbersome, inefficient and makes review of those records difficult for the NYSDOL.
Electronic certified payroll records are the way forward because they provide for greater disclosure and streamline the administrative and enforcement process.
The FFC recently attended a demonstration by LCP Tracker Inc., an electronic certified payroll software company based out of California. The company has developed an excellent certified payroll system based on communication and input from awarding agencies, state and federal departments of labor, as well as compliance organizations across the country. The LCP Tracker ECPRs help awarding agencies ensure compliance with prevailing wage rates, fringe benefit payments, apprentice employment, local hire employment, minority workforce participation and timely submission of records. The system is simple, compatible with most contractors' payroll record systems and comes with unlimited technical support. The system also allows for automatic access by DOL, and automatic redaction of personal information as required by the Freedom of Information Law.
Many municipalities, state and federal agencies use LCP Tracker, including Chicago, Houston, Orlando, New York (partial), Oakland, Scottsdale, the Arizona DOT, the Mass. Transit Authority, US Army Corp of Engineers and others.
This year, the FFC is going to be pushing for the adoption of ECPRs at the state and municipal level in New York State. ECPRs are the future of public works contracting, and New York shouldn't be left behind!
